Best VPN for the UK in 2026

Two laws, one answer

British VPN use roughly doubled in the week the Online Safety Act’s age-verification rules took effect in July 2025, which tells you where the demand comes from. But the older law matters more. The Investigatory Powers Act 2016 gave the Home Office the power to require ISPs to retain internet connection records — which domains you connected to, and when — for a year, and every large ISP has been served with a retention notice. It also authorised bulk interception and equipment interference, and Technical Capability Notices that can require a UK company to weaken encryption it controls.

A VPN answers both. To the ISP, and therefore to the retention record, your whole day becomes one connection to one server. To an age-verification wall, your address is wherever you chose. The provider then holds what the ISP used to, which is why the picks above are all outside the UK and the Five Eyes, and all audited on the logging question.

Age verification and VPNs

The Act requires platforms hosting pornography, and some social platforms, to verify UK users are over 18 using “highly effective” methods — photo ID, credit card, facial age estimation. Sites decide you are a UK user by IP address. A VPN exit in Ireland or the Netherlands makes the wall disappear. This is not an offence; the duties fall on platforms. Ofcom has asked platforms to consider VPN detection, and the biggest adult sites already block known datacentre ranges, so a provider with many fresh addresses matters. Expect this to evolve; the re-check date above is when we last looked.

Streaming: iPlayer is the hard case

BBC iPlayer is one of the most aggressively VPN-blocked services anywhere. It checks the address against known VPN ranges, and it requires a declaration that you hold a UK TV licence. Providers with hundreds of UK servers stay ahead because there is always an address that has not been flagged; providers with a handful do not. NordVPN and Proton lead the user reports, with Surfshark and ExpressVPN behind. ITVX, Channel 4 and Sky Go are easier. Going the other way — US Netflix, Hulu, Peacock from the UK — is routine for all four picks.

Piracy site blocks and the adult filter

UK ISPs implement court-ordered blocks of a few hundred piracy and illegal-streaming domains, mostly by DNS. They also apply an adult-content filter to new broadband and all mobile connections by default, until you opt out or prove your age. A VPN bypasses both, because the ISP no longer sees your DNS or destinations. This is worth knowing even if neither is your reason for a VPN: it explains why some sites that “don’t work” on your phone suddenly do.

Server locations and speed

London has the most servers of any European city for every provider. Manchester, Edinburgh and Glasgow are covered by NordVPN, Proton and Surfshark. From anywhere in Great Britain a London server adds under 15 ms; Northern Ireland users may find Dublin closer. WireGuard on a full-fibre line will keep 90% or more of throughput on a good provider — a claim we will replace with our own numbers once the UK-line tests are done.
