Verdict

Hotspot Shield has one of the largest install bases of any VPN and a quick proprietary protocol, Hydra, that suits mobile. It also has no published independent no-logs audit, a US base inside the Five Eyes, three ownership changes in five years, an ad-supported free tier whose privacy policy permits sharing data with advertising partners, and a 2017 FTC complaint over traffic redirection. The paid tier is a competent VPN at an uncompetitive price; the free tier is the model this site warns about. Not recommended.

Best for

Not recommended. If you already have it bundled with an Aura or Pango security plan, the paid tier works for basic Wi-Fi protection.

Not for

Anyone whose reason for a VPN is privacy, anyone on the free tier, and anyone travelling to a censored country.

Basis: user reports and provider statements; our own checks pending.

Ownership: three sales in five years

Hotspot Shield was launched by AnchorFree in 2008 and became one of the most-installed VPNs on earth, largely through its free tier. AnchorFree renamed itself Pango in 2019, was bought by Aura in 2020, and Pango Group was spun back out of Aura in 2024 with Hotspot Shield, Betternet, UltraVPN and VPN 360 sharing a backend. The App Store listing still says AnchorFree, LLC. Ownership churn of this kind is a warning in itself: each buyer has different incentives, and none has published a no-logs audit.

The 2017 complaint

In August 2017 the Center for Democracy and Technology filed a complaint with the US Federal Trade Commission alleging that Hotspot Shield’s free app intercepted and redirected traffic to partner sites, injected tracking cookies, and shared data with advertisers, contrary to its privacy claims. The company disputed the characterisation; the complaint did not result in FTC action. The current privacy policy for the free tier still permits sharing device and usage data with advertising partners. That is the model.

Jurisdiction and audits

US-based, inside the Five Eyes. No published independent no-logs audit. A 2023 security assessment is referenced in marketing without a public report. The apps are closed source.

Protocols and network

Hydra, a proprietary protocol built for mobile that is genuinely quick; WireGuard and IKEv2 also available. Around 3,200 servers in 85 countries. No obfuscation, so it does not work in China, Russia or Iran, and it has been on Turkey’s block list since 2016. Ten devices. Split tunnelling, kill switch. The free tier is limited to a US server, 500 MB a day, and ads.

What it costs

PlanPriceRenewalNotes
Monthly$12.99$12.99
1 year$95.88$95.88$7.99/mo advertised
Free$0ad-supported, 500 MB/day, US only

Nearly $8 a month for a provider with no audit and no obfuscation is not competitive. A 45-day refund applies.

Streaming and censorship

User reports have the paid tier working with US Netflix and Hulu; Disney+, iPlayer and Prime are inconsistent. No censorship capability.

The iPhone app

This month’s App Store analysis of 2,700 recent reviews places the app in the upper-middle tier, with a high listing rating from a very large base. “Ads / misleading” is the top complaint theme — reviewers of the free tier objecting to the ads that fund it. Full breakdown.

No independent no-logs audit; an ad-funded free tier whose policy permits data sharing; a 2017 complaint alleging traffic redirection; three owners in five years; no obfuscation. Any one would keep it off the recommended lists. Together they put it on the not recommended page, where it stays until an audit is published and the free tier’s policy changes.

Frequently asked questions

Who owns Hotspot Shield?

Pango Group, spun out of Aura in 2024. The chain is: founded by AnchorFree in 2008; AnchorFree renamed Pango in 2019; Pango acquired by Aura in 2020; Pango Group spun out again in 2024, with Hotspot Shield, Betternet, UltraVPN and VPN 360 sharing a backend. The App Store listing is still under AnchorFree, LLC. Three ownership changes in five years.

Is Hotspot Shield safe?

The paid tier uses standard encryption and there is no evidence of it leaking traffic. There is also no published independent audit of its no-logs policy, its privacy policy permits sharing data with advertising partners on the free tier, and a 2017 complaint to the FTC by the Center for Democracy and Technology alleged the free app redirected traffic and injected tracking. US jurisdiction. Not a privacy VPN.

Is the free version safe?

It is ad-supported, limited to a US server and 500 MB a day, and its privacy policy allows sharing device and usage data with advertising partners. It is exactly the free-VPN model this site advises against. Proton's and Windscribe's free tiers are the alternatives.

How much does Hotspot Shield cost?

Premium is $12.99 monthly or about $96 a year ($7.99 a month advertised), renewing at the same yearly price. That is more than NordVPN, Surfshark or Proton over any horizon. A 45-day money-back guarantee applies.

Does Hotspot Shield work in China?

No. It has no obfuscated protocol and Hydra is detected. It is also blocked in Russia and Iran and has been on Turkey's BTK block list since 2016.

Does Hotspot Shield keep logs?

It says it keeps no browsing logs on paid plans, and there is no independent audit to check. The free tier's policy is broader. The 2017 FTC complaint alleged behaviour inconsistent with the privacy claims of the time.
