A site that only ever praises is a site that is paid to praise. These providers have a specific, documented problem — not just a low score — and each entry says what it is. Providers can leave the list by fixing the problem, and nothing else.

Criteria: owner cannot be traced to a named company; no independent audit; a documented case of handing over data after claiming not to hold it; or a corporate sibling with a data-selling penalty. Full rules in the methodology.

Free VPN apps we will not list at all

The App Store and Play Store VPN categories are dominated by free apps with no identifiable operating company, several of which have been found bundling analytics SDKs that record exactly what a VPN is meant to hide. We do not review them individually because there is nothing to review: no owner, no audit, no policy that means anything. If a VPN app is free, has millions of downloads and you cannot find the company behind it in ten minutes, that is your answer.
