A country where the blocks come and go

Turkey’s internet controls are episodic. On an ordinary day nearly everything works, plain VPN protocols are not blocked, and the country is a normal European-style market with a few permanent blocks (Tor, adult sites, some Kurdish and opposition outlets, and since 2024 Discord and Roblox). Then something happens — the February 2023 earthquake, the March 2025 arrest of Istanbul’s mayor, a terrorist attack — and BTK orders the ISPs to throttle X, Instagram, YouTube and the messaging apps to unusability for a few days. It is not a block, formally. It is bandwidth restriction, and it is lifted when the news cycle moves on.

This pattern is why the picks above all have an obfuscated mode even though most days it is not needed. During a throttling event, the mobile networks’ DPI slows recognised VPN protocols along with the platforms. Obfuscated transports get through. Users who only discover this when the throttle is on have a bad day.

The law behind it

Law 5651, from 2007 and expanded in 2016, gives BTK broad blocking powers, including the power to order ISPs to block VPN services — which it used in 2016 against Tor and a batch of providers, and has used since. The 2022 “disinformation law” (7418) makes spreading “false information” online punishable by up to three years, and it is the law under which journalists and ordinary users have been charged. Neither law criminalises using a VPN. What they mean in practice is that a provider whose website BTK has blocked is a hassle to install, and that what you post matters more than how you post it.

Speed and servers

Istanbul is well served: NordVPN, Proton, Surfshark and ExpressVPN all have servers there, and latency from anywhere in Turkey is under 20 ms to Istanbul and 40–60 ms to Frankfurt or Sofia. For most users an Istanbul exit is the right default — local streaming and banking keep working, the ISP still cannot see traffic, and during a throttling event the exit location does not matter. During a full block, a nearby European exit is the fallback.

Price in a weak currency

Providers price in dollars, and the lira has lost most of its value against the dollar since 2018, so a two-year plan is a real expense. Proton’s free tier and Windscribe’s 10 GB tier are the honest recommendations for anyone who cannot justify that; both work on all three carriers. Surfshark’s two-year plan is the cheapest paid option among providers that will hold up during a throttle.

Turkish users abroad

The reverse case is common: Turks living in Germany, the Netherlands and elsewhere who want Turkish streaming (BluTV, Exxen, TOD), banking apps that refuse foreign addresses, and local pricing. All four picks have Istanbul servers; NordVPN and Proton have the most. Banking apps in particular often need a Turkish IP, and a domestic exit solves it.
