Canada is Five Eyes, which Windscribe does not hide from. Independent and founder-run, in a market where that is now unusual.
Public-source facts, not yet checked against primary documents. How we verify.
Lab test pending: score uses public, checkable data only. How we verify.
Verdict
Windscribe is founder-owned with no investors, prices its plans without renewal games, gives away 10 GB a month free, blocks ads and trackers at the DNS level for every device, and offers port forwarding — and when two of its servers were seized in Ukraine in 2021, it published exactly what went wrong and fixed it. The trade-offs are Canadian jurisdiction inside the Five Eyes, ticket-only support, and only one full independent audit so far. A very good VPN for the price, and the most candid company in the group.
Best for
Anyone who wants a real free tier, budget users who want flat pricing, and users who value a founder-owned company that tells the truth about its mistakes.
Not for
Users for whom Five Eyes jurisdiction is disqualifying, or anyone who wants live chat and a long audit history.
Has a genuinely usable free tier, which matters for the 'free VPN' cluster where most alternatives are predatory.

Ownership and the 2021 seizure
Windscribe was founded in Toronto in 2016 by Yegor Sak and remains owned by its founder and employees. It has no investors and has said it will not sell. That matters in a market where every other ownership change has gone the other way.
In June 2021, Ukrainian authorities seized two Windscribe servers in Kyiv as part of an investigation. Windscribe published what happened in unusual detail: the servers held no logs, but the disks contained the OpenVPN server’s private key, unencrypted, which in theory would have let the seizing party impersonate a Windscribe server or decrypt captured OpenVPN traffic to those two servers. Windscribe rotated keys, moved to in-memory key handling and RAM-only servers, and explained the failure in plain language. Most providers would have said nothing. That candour is why the incident counts for Windscribe here rather than against it.
Jurisdiction and audits
Canada is a Five Eyes member, which is the main objection, and Windscribe has been served with at least one Canadian court order that it has described publicly — there were no logs to provide. Packetlabs audited infrastructure and applications in 2024, the first full independent audit; the Windows client and browser extension were audited earlier. The desktop and mobile apps are open source since 2022.
Protocols, network and features
WireGuard, OpenVPN, IKEv2, and two obfuscated transports, Stealth (TLS-wrapped) and WStunnel (WebSocket). Around 600 servers in 69 countries. R.O.B.E.R.T. is a DNS-level blocker for ads, trackers, malware and configurable categories, applied to every device on the account. Port forwarding via ephemeral ports or a static IP add-on. Split tunnelling. A firewall-mode kill switch that blocks everything outside the tunnel. Unlimited devices on Pro. No live chat; support is by ticket and a well-regarded bot.

Streaming and censorship
User reports have Windscribe working with Netflix (US, UK) and BBC iPlayer via its Windflix servers, with Disney+ and Hulu patchy and Prime inconsistent. In the UAE and Turkey it works; in China it is hit and miss with Stealth; in Russia intermittent.
The iPhone app
This month’s App Store analysis of 960 recent reviews places the app in the upper tier, with a moderate critical-complaint rate and no billing flag. Crashes and bugs are the main complaint theme; the listing rating is a solid 4.64 stars. Full breakdown.
What we have not tested
Speed and leaks. Published tests put Windscribe’s WireGuard mid-pack. Our own tests are pending; the speed dimension is excluded from the score until they land.
Empty audits array is a claim in itself — confirm no independent audit exists rather than assuming we just have not found one.
Frequently asked questions
Who owns Windscribe?
Windscribe Limited, Toronto, owned by its founder Yegor Sak and employees, with no outside investors. It has never been sold and has said publicly it will not be. It runs an affiliate programme with modest rates.
Is Windscribe safe?
Yes, with one incident on record that Windscribe handled well. In 2021 Ukrainian authorities seized two Windscribe servers; no logs were on them, but the disks held an unencrypted OpenVPN server key, which Windscribe disclosed in full and fixed by moving to in-memory keys and RAM-only servers. A 2024 audit by Packetlabs covered infrastructure and apps. Canada's Five Eyes membership is the structural concern.
Is the free tier really free?
Yes: 10 GB a month (15 GB with a confirmed email, more with a tweet), ten locations, no ads, the same privacy policy as the paid plan, and R.O.B.E.R.T. blocking included. It is the most generous free tier that lets you choose a country.
How much does Windscribe cost?
Pro is $9 monthly or $69 a year, and the yearly plan renews at $69. Build A Plan lets you buy individual locations at $1 each per month with a $3 minimum, unlimited data. There is no intro discount and no renewal increase. A 3-day refund window applies, shorter than most.
Does Windscribe work in China?
Sometimes, with the Stealth and WStunnel protocols. It is hit and miss in expat reports and not a first choice there. It works in the UAE and Turkey.
Does Windscribe keep logs?
It keeps a running total of bandwidth used in the current month and a timestamp of the last activity, for the free-tier cap, and says it keeps no connection or activity logs. The 2021 seizure found none. Packetlabs audited in 2024.
