Why jurisdiction is the whole question in Canada

Canada does not block anything and does not throttle VPNs. What it does is sit inside the Five Eyes, the intelligence-sharing arrangement with the US, UK, Australia and New Zealand, and give its agencies broad lawful-intercept powers under the 2019 CSE Act. For a resident that means the useful question is not “which VPN works” — they all do — but “which VPN cannot be compelled by a Canadian or allied court to identify me”. A provider based in Switzerland or Panama, with an audited no-logs policy, answers that better than one based in Toronto, however well run.

That is the logic behind the ranking above and why it weighs privacy at 28%, higher than any other country page except the ones where the government is actively hostile.

Streaming, in both directions

Canadians use VPNs for two streaming jobs. Getting US Netflix, Hulu and Peacock from Canada is the common one; nearly every major provider does it, with Surfshark, NordVPN and ExpressVPN the most consistent. Getting Crave, CBC Gem, Sportsnet and TSN from abroad is the harder one, because those services are smaller and block datacentre ranges aggressively. The providers with hundreds of Canadian servers across Toronto, Montreal and Vancouver — NordVPN first — have the most addresses that have not yet been flagged.

CBC Gem is the easiest to reach; Crave the hardest, and it also requires a Canadian payment method.

Torrenting and the notice-and-notice system

Canada’s copyright regime sends rights-holder notices through your ISP without disclosing who you are. A court order is required for that, and courts have granted them in bulk in the Voltage Pictures cases. Speed across a wide country

Canada’s population is spread along a 5,000 km strip, and most VPN servers are in three cities. From Halifax, a Montreal server adds a few milliseconds; a Vancouver server adds sixty. Use the nearest city and WireGuard. Rural connections on Starlink or fixed wireless already carry 30–100 ms of latency, so the VPN’s contribution matters less than it looks.

Windscribe, the Canadian option

Windscribe is the one major provider headquartered in Canada, in Toronto, founder-owned, with no outside investors. It has published the details of a 2021 incident in which Ukrainian authorities seized two of its servers, and its response — that the servers held no logs but the disk had an unencrypted key, which it then fixed — was more candid than most providers manage. The Five Eyes jurisdiction is the reason it sits fourth here rather than first, and the generous free tier is the reason it is here at all.
