Legal status. Using a VPN is legal. Federal Decree-Law No. 34 of 2021 (the cybercrime law), Article 10, penalises using a VPN or proxy 'to commit a crime or prevent its discovery' — fines from AED 500,000 to 2,000,000 and possible imprisonment. The VPN is not the offence; what you do with it is. Banks, multinationals and government bodies run VPNs openly. Using one to make WhatsApp calls is a grey area that has not, to public knowledge, been prosecuted on its own; using one to reach gambling or adult content is unambiguously covered. What ISPs do. The two licensed carriers, Etisalat (e&) and du, run the national filter and the VoIP block. Plain WireGuard and OpenVPN are increasingly detected and throttled on both, particularly on mobile data; obfuscated protocols hold up. Hotel and business Wi-Fi is on the same networks. The block is enforced at the carrier, so it follows you onto any SIM from either provider.

Paying locally. Most VPN websites are blocked, so subscribe before you arrive or use the App Store, which lists the apps normally. Card payments in AED work with all major providers; ExpressVPN and NordVPN have historically been the most popular among the expatriate community, which is a large share of the population.

The law, plainly

The UAE has never banned VPNs. What it did in 2016, and re-enacted more broadly in 2021, was make it an aggravating offence to use a VPN in the course of committing a crime or to conceal one. Article 10 of the 2021 cybercrime law sets fines between AED 500,000 and 2,000,000 for that. Read in isolation the headline is alarming; read in context it means that if you use a VPN to run a betting site or defraud someone, the VPN use is added to the charge sheet.

For a resident or visitor using a VPN to call family on WhatsApp, protect a hotel Wi-Fi session, or watch a home streaming service, there is no reported case of prosecution. That is the honest position: legal, with a broad law in the background, and a strong reason not to use the VPN for anything the country prohibits outright.

What is actually blocked

The UAE’s filtering is narrow but firm. The big one is VoIP: voice and video calling in WhatsApp, FaceTime, Skype, Viber and Telegram is blocked at the carrier level to protect the licensed products (Botim, C’Me) and the carriers’ international calling revenue. Messaging works; calls do not. Beyond that: adult content, gambling, dating apps for LGBTQ+ users, some political and religious sites, and the download pages of nearly every VPN provider.

Social media, news, Netflix, YouTube, Google — all open. This is not China. Most residents’ VPN use is for calls and for streaming libraries from home.

Why obfuscation matters here

Etisalat and du both fingerprint VPN protocols, and the detection is stricter on mobile data than on fixed-line broadband. Plain WireGuard connects and then throttles; OpenVPN similar. Providers with obfuscated transports — ExpressVPN’s Lightway, NordVPN’s obfuscated servers, Surfshark’s Camouflage, Proton’s Stealth — hold the connection. In 2025 both carriers stepped up blocking of the protocols used by free and lesser-known VPN apps; the majors above kept working.

Which server to use

For VoIP calls the server’s location barely matters — anywhere works, and a nearby one (Bahrain, Qatar, India, Turkey) gives the lowest latency. For streaming, pick the country whose library you want. For banking, pick the UAE itself: several UAE banks flag logins from foreign addresses, and a domestic exit avoids the fraud check while still encrypting the hotel Wi-Fi.

Practical setup for residents

Install two providers from the App Store before you need them. Turn on obfuscation in the app settings (ExpressVPN does it automatically). Set the app to auto-connect on untrusted networks so mall and hotel Wi-Fi is always covered. And keep the VPN off, or split-tunnelled, for the government apps — UAE PASS and the banking apps sometimes refuse to work through a foreign exit.

Is it illegal to use a VPN in Dubai?

No. The 2021 cybercrime law penalises using a VPN to commit a crime or hide one, not the VPN itself. Companies, banks and government offices use them daily. Where people get into trouble is using a VPN to reach content that is itself illegal — gambling, adult sites — or to commit fraud. Making a WhatsApp call over a VPN has not led to a public prosecution on its own, but it is not something the law explicitly permits either.

Why are WhatsApp and FaceTime calls blocked in the UAE?

The Telecommunications and Digital Government Regulatory Authority licenses VoIP to the two carriers' own products (Botim, C'Me) and to Microsoft Teams and Zoom for business. Free VoIP in consumer messaging apps competes with the carriers' international calling revenue and is blocked at the network level. Messaging in those apps works; the calling feature does not. This is the single largest reason UAE residents use VPNs.
