Japan is easy, which changes the question

Nothing is blocked, nothing is throttled, and Japan sits outside the Anglophone intelligence alliances with strong constitutional privacy protection. There is no data retention law. The ranking therefore weighs streaming and speed higher than on any other country page, because those are the reasons people actually connect to or from Japan.

Two reasons dominate. From outside Japan: reaching the Japanese Netflix library, which has the largest anime catalogue of any region, plus Abema, TVer, DMM and Japanese game servers. From inside Japan: public Wi-Fi, which is unusually widespread and often unencrypted, and reaching overseas services and game regions. Servers and speed on very fast lines

Japanese fibre is among the fastest anywhere, with 1 Gbps standard and 10 Gbps available. That makes VPN overhead more visible than in most countries — on a 1 Gbps line, a provider that keeps 85% is losing 150 Mbps. The protocol decides most of it: NordLynx, Lightway and WireGuard lose the least; OpenVPN can halve throughput. Tokyo servers are universal; Osaka is covered by NordVPN, ExpressVPN and Surfshark, which matters for Kansai users. Latency to Tokyo from anywhere in Japan is under 20 ms.

Streaming from abroad

Japanese Netflix is the target. It works with every major provider that has Japanese servers, with the many-servers providers — NordVPN first — staying ahead of Netflix’s range blocking. Abema, TVer and NHK+ are stricter about datacentre ranges; DMM and some game platforms check the region of the payment method as well as the IP. NordVPN, ExpressVPN and Surfshark are the consistent performers in expat and fan reports.

Gaming

Japan is a major game-server region, and both directions are common: overseas players joining Japanese servers and Japanese players joining overseas regions. The rule is to connect to a VPN server close to the game server, not to yourself. A Tokyo exit for a Tokyo game server adds single-digit milliseconds; the same exit from Europe adds nothing beyond the distance already there. NordVPN and ExpressVPN publish the most Japanese capacity and test lowest in latency; Proton’s Tokyo presence is thinner.

The privacy picture for residents

Japan has no retention law and strong communications-secrecy protection, so the privacy motive is weaker than in Five Eyes countries. It is not absent: the 2024 Active Cyber Defense Law expanded government monitoring of foreign-origin traffic, and Japan cooperates closely with the US. For residents who want the privacy question closed rather than merely quiet, Proton’s Swiss non-profit ownership and open-source apps are the answer; for everyone else, the streaming and speed leaders are the sensible default.
