Most streaming services have a country list that reflects a plan. HBO Max has one that reflects its lawyers’ calendar.

For years the company made more money selling its programmes to local broadcasters than by running a service itself. In several large European markets Sky held those rights, which is why HBO’s most famous series arrived on a competitor’s platform in countries where the company had no presence of its own. As those licensing deals came up for renewal, the company chose to launch directly rather than re-license, and it did so market by market as each contract expired.

The consequence for a subscriber is a patchwork that changes year to year, with no underlying logic to predict from. A series available directly in one country is on a local broadcaster in the next and absent from a third. This is the specific gap a VPN fills here, and it is a different situation from Netflix, where every market has the service and only the catalogue differs.

Detection is at the Netflix end of the scale

It would be convenient if a service with such a chaotic footprint were relaxed about VPNs. It is not. HBO’s blocking is comparable to Netflix’s: known hosting and commercial VPN ranges are identified and blocked, and the lists are maintained actively rather than set and forgotten.

That puts the same premium on breadth and rotation that our Netflix page describes. A provider with large American capacity spread across many cities and several hosting networks has clean address space to move to when a range is burned. A provider with a few concentrated ranges gets flagged and stays flagged, and no amount of reconnecting helps.
